Pokemon can be taught the human language as stated on Bulbapedia. All Pokemon in the Pokemon anime, with no exceptions, can understand human speech. Moreover, judging, for instance, from Larvitar in Hatch Me If You Can, they are able to do this immediately after hatching, without having to learn. Beside mewtwo and meowth there are several other pokemon that can also speak. They are also listed on the link provided.

To be clear: "human speech" in this context means "moving your mouth to produce sounds in a human language", not telepathy. The question was about communicating intelligibly per conceptual language, thus including Mewtwo. Therefore, it seems to be a partial answer and a good start. I think it's funny that Team Rocket's Meowth is not included, so it is not even including all talking individuals.
